Top Council Roles Filled


The city of Dauphin officially has a new mayor.

At its regular meeting Nov. 1, council appointed Christian Laughland to the position left vacant with the death of Mayor Allen Dowhan at the end of September in a recorded vote, which saw councillors Kathy Bellemare, Devin Shtykalo and Rodney Juba in favour and concillor Patti Eilers dissenting.

In his role as deputy-mayor, Laughland has been performing the duties of mayor since Dowhan took a leave of absense in June.

Following his death, Manitoba Municipal Relations granted the City’s request not to hold a byelection to fill the vacancy through an order of the Emergency Measures Act, citing health concerns arising from the COVID-19 pandemic.

Laughland will serve as mayor until the next election on Oct. 26, 2022.

Juba was selected from the remaining council members to act as deputy-mayor. His term begins immediately and ends, Dec. 31, as per the City’s organizational bylaw.
